Title        :  Leveraged Interests: Financial Industry Power and the Role of Private Sector Coalitions

Abstract : Discussions of financial industry groups’ power over financial regulatory processes abound in both academia and in wider public policy debates. Existing international political economy (IPE) scholarship has highlighted how different resources, institutions and structural features allow financial industry groups to dominate financial regulatory policymaking. In so doing, however, this literature routinely tends to neglect the wider ecology of interest groups beyond the particular financial industry groups being regulated. Such an analytic bias, we maintain, obscures the potentially important role that private sector coalitions play in ‘leveraging’ the influence of financial industry groups in the policymaking process. Proceeding from a new dataset on private sector mobilization and four case studies of actual lobbying dynamics in financial regulatory policymaking, we argue that private sector coalitions are not only prevalent in financial regulatory policymaking, but also may be one important key to understanding the power of financial industry groups in contemporary IPE.
